The 17-year-old, capable of playing across the attack either as a winger or in a central No.10 role, is regarded as one of Spurs’ brightest young talents.
Both the club and the player have agreed that a full season of senior football is the next step in his development.
Moore reportedly turned down several opportunities in the Championship in favour of a switch to Ibrox, where regular first-team minutes are expected to be on offer.
Plenty of clubs across Europe, including Borussia Dortmund, were also keen to bring him in.
Moore made 12 Premier League appearances last season, providing one assist, and also featured five times in Europe as Tottenham went on to lift the Europa League trophy.
The teenager scored his first senior goal for the club during a group-stage win over Swedish side Elfsborg.
Rangers are also actively trying to add more attacking options to their squad.
